How to read the bulletin

The effect of an amendment on a pending file often depends as much on the transitional rule as on the change itself. For procedural provisions the test is usually the date proceedings were issued; in criminal matters the date of the act; and in enforcement matters most often the date of the auction advertisement.

Each article therefore states the date of entry into force and the transitional rule separately. The bulletin is for general information only and does not constitute legal advice; the effect of an amendment on a particular file is determined by looking at the date of the file together with the stage it has reached.
